About Rachel 

Rachel Xiang serves as the Chief Operating Officer of Finlex Law APC, overseeing the firm’s overall operational management and strategic execution. She holds law degrees from East China University of Political Science and Law and the USC Gould School of Law. Having served as a core member of the Capital Markets practice at a top-tier law firm in China, she brings extensive experience in cross-border legal services and complex project management.

Capital Markets Expertise at a top-tier Firm 

Prior to joining Finlex, Rachel worked in the Capital Markets department of a renowned Chinese top-tier law firm, where she was deeply involved in numerous IPOs, mergers and acquisitions, overseas listings, and cross-border investment and financing projects. Her precise grasp of capital market operations, regulatory requirements, and transaction structures allows her to manage the firm’s daily operations and project delivery with a high-standard, high-efficiency professional perspective.

Operations Management and Process Optimization 

As COO, Rachel is dedicated to integrating the rigorous management systems of large-scale firms with the flexible service models of boutique practices. She is responsible for optimizing internal workflows, enhancing team collaboration efficiency, and ensuring that every case is delivered on time under the highest quality standards.
